The ChallengeWe are hiring an HR Personnel Officer to join our Division 14 team. In this role you will Serve as the Division 14 HR personnel program liaison. Be the contact for issues related to personnel policies procedures and salary administration. Provide detailed program and policy interpretation to Division 14 management and staff. Respond to questions from Division 14 managers and staff and communicate with central NCDOT HR staff to resolve issues. Manage the hiring process from posting to approval for specific positions which authority has been delegated by Human Resources. This includes posting qualification review salary administration and approval. Manage the hiring process for non-delegated classifications (excluding qualification review) up to final approval. Prepare hiring requisitions and postings in NCDOT s Applicant Tracking System (NeoGov) for positions to be posted. Serve as the Division 14 approver for hiring packages in NeoGov. Enter personnel actions in NCDOT s SAP BEACON HR system and serve as the Division Approver for personnel actions entered by other Division 14 Users. Serve as NCDOT Division 14 Talent Management System (NCVIP) Liaison. Be the backup for NCID system account requests for new employees and current employees not having access. Establish and maintain Division 14 staff personnel records. Prepare confidential correspondence personnel-related reports and new employee orientation. Manage Family Medical Leave Act benefits retirement and compensation. Serve as Division s primary contact for Drug and Alcohol Program including random testing. What You BringExperience using an Applicant Tracking System such as NeoGov to screen job applications for minimal qualifications and referral of most qualified applications. Experience using an HRIS system such as BEACON to create approve personnel actions. Experience determining salaries for recruitment using OSHR salary administration rules. Experience creating HR reports. Skills providing excellent customer service to job applicants. Education & ExperienceAssociate s degree in Human Resources or relevant field and 2 years of experience required or 3 years of progressive HR experience or The equivalent combination or education and experience.
