Senior Operations ManagerLOCATION Oceanside CaliforniaFLSA STATUS ExemptSCOPE USMC Home Station Training Role Player Support any other training support contracts conducted on behalf of other military or law enforcement customersREPORTS TO Project ManagerSUPERVISES East Coast Operations Manager West Coast Operations Manager BFX Manager Scheduling Manager and mission management staff as requiredPROFILE SUMMARY Advancia Technologies LLC is seeking a qualified Senior Operations Manager (SOM) who will be the direct operational conduit between the Project Manager (PM) and field operations staff and functions. The SOM is responsible for overseeing all field operations conducted within his her assigned scope of responsibility. In accordance with (IAW) the Performance Work Statement (PWS) corporate policies and established project practices and under the oversight of the PM the SOM directs and supervises operations staff to ensure that exercise performance meets or exceeds customer training objectives and corporate and contractual standards ensures accountability and protection of company property human resources and facilities enforces compliance with applicable security and safety procedures and regulations and minimizes risk through compliance with all applicable policies procedures and fiscal controls.ESSENTIAL DUTIES & RESPONSIBILITIES The following list describes the general range of duties required on a day-to-day basis but does not reflect every duty that may be performed within this job. The SOM Takes direction from the PM to establish implement and enforce policies and procedures in compliance with Company and contract standards and relevant laws and regulations accurately and effectively communicates policies practices and standards to subordinate staff. Understands contractual requirements and assists with accurate execution of Statements of Work Performance Work Statements Task Orders Safety Plans Management Plans and other operational plans and procedures. Understands and assists with implementation and enforcement of all Company and project handbooks employee manuals and other guidelines as they pertain to contract activities and performance. Is familiar with and ensures subordinates understand and comply with all safety and security requirements immediately reports to the PM all instances of safety violations security violations performance incidents personnel complaints or reports and other events that could cause risk to the Company and or the project. Is capable of performing all duties and responsibilities of an Operations Manager. Regularly consults with and reports to the PM concerning project performance including identifying and implementing corrective action and ensuring overall contractual compliance and client satisfaction with performance. Acts as primary liaison between the PM and field operations managers and staff directs Company field staff support staff and subcontractors to ensure that they are safely efficiently and effectively executing contract tasks facilitates teamwork among project staff provides direction supervision and problem resolution as needed. Facilitates communication between contract operations staff and administrative personnel to accomplish regular administrative functions including but not limited to timekeeping safety and incident reporting exercise pricing and invoicing and so forth. Acts as the primary point of contact with customer field staff as required consults with the PM in decisions regarding exercise and task order scheduling and performance task order changes exercise modifications and so forth. Facilitates communication between the PM and the COR ACOR COTR and other designated customer agencies and representatives ensures the PM has all available information required to evaluate and ensure client and customer satisfaction with performance. Makes recommendations and provides input for evaluations of subordinate management and staff and for recognition and rewards for top performers. Identifies and supports fiscal controls to ensure that contract and corporate ROI objectives are met. Performs other tasks in support of and as directed by the PM. MINIMUM QUALIFICATIONS (relevant experience may be substituted for any of the following )High school diploma or equivalent. Ten years demonstrated U.S. Military experience three of which reflect proficient Company Level experience as a Platoon Commander Platoon Sergeant Company Grade Officer or Company Gunnery Sergeant (US Marine Corps preferred). Ground Combat MOS experience with a proven understanding of Military Doctrine small unit Techniques Tactics and Procedures (TTPs) demonstrated combat administrative and logistical proficiency and previous demonstrated experience providing Training Support Services (TSS) (Former Combat Instructor and prior 0302 0369 CSOs preferred). Demonstrated ability to identify coordinate and facilitate training support requirements to support customer training objectives. Successful experience in directing and working with people of varying cultures proven experience working with and delivering TSS with multinational culturally diverse and multilingual personnel. Strong leadership team building and organizational skills. Able to communicate effectively both orally and in writing and be able to develop and present reports of training effectiveness and analysis performance metrics and routine reports. Minimum five years management experience preferably in the provision of military training support. PREFERRED QUALIFICATIONS U.S. Military experience (U.S. Marine Corps a plus). Bachelor s degree or higher (business or management-related field a plus). KNOWLEDGE SKILLS & ABILITIES Excellent skills in leadership interpersonal relationships business writing and oral communications. DLI level 5 5 5 5 ability to read write speak and understand American English. Intimate understanding of military doctrinal publications as they relate to training and conduct of military operations. Understanding of base orders and directives as they relate to training aboard military installations. Able to understand adhere to and enforce corporate values policies procedures and standards. Able to task subordinates and hold them accountable for task accomplishment. Able to prioritize and perform multiple tasks with little or no supervision. Able to work independently with little to no supervision be well organized and flexible. Solution-oriented able to apply intuitive interpretive and analytical abilities to rapidly identify and resolve problems. Expert-level knowledge of current versions of MS Office (Word Excel PowerPoint Outlook). Physically fit and capable of passing background investigation and periodic drug test. ADDITIONAL QUALIFYING FACTORS U.S. citizen. Resident within Camp Pendleton CA locale. Possess valid driver s license (any state) and able to provide clean driving record and insurability. Eligible for access to military installations following background and security checks. Ability to travel to training locations as assigned. Candidate should know and or be willing and able to learn as needed MS Office software and information management and communications technology. Principles of human resource management. Federal and applicable state OSHA regulations and environmental laws regulations and requirements. PHYSICAL REQUIREMENTS Good physical conditioning and stamina required. Able to walk and run regularly stand for prolonged periods of time stoop bend lift and or move up to 50 pounds climb ladders and stairs and walk across broken ground and obstacles. Continuous sitting upward and downward flexion of neck fine finger dexterity and light to moderate finger pressure to manipulate keyboard equipment controls and other office equipment pinch grasp to manipulate writing utensils frequent side-to-side turning of neck walking standing bending and stooping pushing pulling twisting at waist moderate wrist torque to twist equipment knobs and dials occasional squatting kneeling reaching above and at shoulder height moderate grasp to manipulate reference books and manuals. Near visual acuity to review written documentation ability to hear and understand speech at normal room levels. WORK ENVIRONMENT Work environment is both formal and informal team oriented having variable tasks pace and pressure. Some work is performed indoors in offices and meeting rooms. Some work is performed in field locations which may be subject to blowing dust and sand heavy rains or snow and temperatures ranging from 10(-) degrees F in the winter to 115( ) degrees F in the summer.
