Dogs are subject to a 3 business day holding period if no owner is known and a 5 business day holding period if the owner is known. After the holding period the dog will be available for adoption. All dogs are tested using a program called SAFER which was developed by the ASPCA and is used to determine if a dog shows signs of aggression.
