Special needs child wants small pet dog

We live in Blue Springs Missouri and are in need of finding a small dog female for our speical needs daughter age 13 who adores pets She has a floppy ear bunny and now wants a dog. Would like papillon or like small dog that rates high in affectno. playfullness freindliness to dogs frindliness to strangers and has ease of treining. Will consider other breeds of small doges but not Chihuahuas.
