Looking for free puppy..

Hi Looking for a free to low-cost puppy to serve as a kind of therapy service dog for my son who is 23yrs old. My older son is moving and taking his dog he s raised since a pup with him. So my younger son who recently was diagnosed with bi-polar and who has been taking the dog on long walks giving her baths training her and who in turn has given him a routine a place to put his energy and focus unconditional love and acceptance is going to lose a lot of what has been accomplished.He would prefer a pug puppy but as beggars can t be choosy will accept a small breed pup (we live in an apartment and believe owning a large dog in the city is just cruel for the dog).
