CLGT Specialist II

The Center for Local Government Technology (Center) provides education training research and technical assistance to tribal state local governments and other public and private entities. The candidate must be able to work in an interdisciplinary changing team environment collaborate with internal and external clients and complete broad work assignments in an accurate timely and cost effective manner. The Valuation Training and Technical Assistance Program (VTAP) located at CLGT provides statutory training to County Assessors and County Board of Equalization members as well as computer and technical assistance involving software implementation and training to County Assessors and County Treasurers. This includes assessment administration treasurer collections and apportionment and computer assisted mass appraisal (CAMA) software licensing implementation support and training. The candidate performs professional duties based on the client s needs. This may include working in multiple programs performing different functions simultaneously however emphasis will be in the Assessor Training and Accreditation Program (ATAP) a division of the VTAP. The candidate must have excellent creative verbal and written skills to effectively compile consolidate and transmit knowledge using multiple media to a variety of audiences with different educational levels and work related experiences. The candidate participates in training opportunities by attending relevant meetings of professional associations such as the International Association of Assessing Officers (IAAO) and the National Association of County Officers to gain knowledge related to mass appraisal methodologies techniques and standards and other technical subjects. The candidate represents the program CLGT and the University in local state and national forums as required. The candidate develops a program work plan responds to funding agency s requests and when necessary adjusts the annual work plan and performance goals. The candidate will be expected to perform other duties as assigned. The candidate and his her supervisor will discuss and establish annual performance goals and measures that are subject to change from year to year. Employment for all Center employees is contingent upon continuous funding and revenue. This position requires extensive travel in-state and out-of-state the occasional necessity to work nights and weekends performing duties in excess of 40 hours per week. Minimum qualifications Bachelor degree in Education Engineering Technology Business or other related degree programs from an accredited university possess intermediate skills in the use of Microsoft Windows Word PowerPoint Outlook Excel and Adobe Acrobat and not less than seven years (7) of relevant experience and demonstrate excellent customer service instructional and planning skills. Valid Driver s License. The candidate must be able to research laws and regulations provide technical and professional assistance and create and present multimedia presentations. The candidate must be able to communicate written information present seminars workshops and classes to adult learners with different educational backgrounds. The candidate must have knowledge of the Oklahoma Ad Valorem Tax Laws and Oklahoma Tax Commission Rules and Regulations. The candidate must understand cadastral mapping and its relation to mass appraisal and assessment administration practices in County Assessors offices including but not limited to tax levies exemptions freezes and caps reports to be generated and budgeting. The candidate must be able to travel extensively to consult with County Assessors Boards of Equalization and to provide training and technical assistance. The candidate must possess knowledge of property valuation and appraisal techniques for urban and rural properties as well as knowledge of Computer Assisted Mass Appraisal (CAMA) theory and techniques. The candidate shall possess excellent public speaking and presentation skills to communicate the ad valorem process to county officials and public with written information and with multimedia presentations at local regional and state conferences seminars workshops and classes. The candidate must have knowledge of the three recognized approaches to property appraisal. The candidate must possess intermediate skills in the use of Microsoft Windows Word PowerPoint Outlook and Excel and Adobe Acrobat. Able to operate personal computers projectors and other office equipment. Able to travel with overnight stays ranging from one to five nights per week. Valid driver s license and be able to legally drive passenger cars light trucks and vans. The incumbent must be able to lift student manuals and presentation equipment weighing up to fifty (50) pounds. Typing on a personal computer.
