LOCATION Houston TX and Lake Charles La as needed PROJECT DURATION 30 months BASIC FUNCTION Work as Project Development leader to organize and direct efforts toward meeting project goals. Provide leadership including project scope development scheduling and prioritization of tasks cost estimating and coordination with ethylene project design engineering project execution and EHS GENERAL KNOWLEDGE SKILL REQUIREMENTS Proficiency with computer applications including Microsoft Office. Well-balanced interpersonal skills and demonstrable verbal and written communication skills. Organizational skills and the ability to prioritize tasks are essential. Must be a problem solver with the ability to find resolutions. Must be self-motivated and capable of working with minimal supervision. Must be flexible and able to work effectively in a team environment and consistently maintain a professional and respectful demeanor attitude with co-workers clients vendors and regulatory agencies. Working knowledge of PMI Understanding of Projects Life Cycle and gated process from an end user perspective Experience on Mega Projects. Great personality work ethic and ability to work with multiple personalities are a must. PRIMARY ROLES AND RESPONSIBLITES Oversee and support managing of internal and external engineering resources to produce timely project estimates. Effectively plan schedule and management of ethylene green field project meeting commercial and operational requirements. Develop Project Design Basis for projects assigned including project scope cost estimates and execution plan for ethylene project. Present Project Design Basis to Commercial Operational and Engineering. Review Technical specifications for Pressure Vessels and Atmospheric Storage Tanks. Redline and review equipment data sheets. Coordinating work with other engineering disciplines. Preparation of Equipment requisitions for enquiry. Technical evaluation of bids. Preparation of requisitions for purchase. Vendor s documents and drawings review. Preparation of Technical Bid tabs for major equipments Construction. Perform Technical BID Clarifications EDUCATION AND EXPERIENCE Must be a current member of a recognizable professional institution Experience of PE on 1B projects BS in Construction Engineering Finance or applicable experience. Minimum of 10-15 years experience in engineering and project management involving the design construction and operation of facilities ethylene or chemical projects. Experience in providing engineering services to the Chemical Refining and Petrochemical industry. Experience must cover the area of Conceptual Engineering FEED (Front End Engineering Design) Detail Design and Consultation. Design and specify major equipment such as Horizontal and Vertical vessels Subject to process Pressure (Scrubbers Drums and mechanical separators) Columns or Towers Spherical vessel bulk vertical storage tanks etc. Must have full complement of project management skills including project scoping and estimating utilizing work breakdown structures cost and schedule control design and construction management team building resource planning procurement and permitting. Working knowledge of applicable regulations and agencies such as DOT OSHA and various state counterparts. Familiar with the ANSI ASME API ASTM AWS AISI NACE and OSHA standards. ASTM specifications standards and recommended practices.
