Looking for help with license issue... (Columbus, OH)

I moved from Arkansas to Ohio for grad school and after being swamped with two semesters didn t get my license renewed like I should have and thus it expired. (The license expired as of July 12 2013). I was told at the BMV in Hilton that expired out of state driver s licenses cannot be renewed and that I would have to to take both the written and driving tests again and hold a permit until the driving test is completed. I had already taken the vision and written tests before realizing that they were saying I would also have to do the driving test. If anyone can research and find a legal way for me to renew switch my license without taking the driving exam again I ll pay 300 (after verification that I can get my license switched). If anyone can find a lawyer who is able to find a solution for this I will pay 150. --We would probably need to meet at a public place somewhere and talk before you embark on research for this. Prices are negotiable with good reason.
