THE OPPORTUNITY Responsibilities for the Emergency Medical Services Specialist position include but are not limited to Assist and provide support with monitoring ambulance performance contracts to ensure services are provided 24 hours per day 7 days a week without interruption Understand State Emergency Medical Services Authority (State EMSA) and Orange County Emergency Medical Services (OCEMS) laws regulations and policies as they pertain to ambulance licensing and EMT licensing and accreditation Manage electronic data with the Orange County Medical Emergency Data System (OCMEDS) Computer Aided Dispatch (CAD) and related Microsoft Office programs to monitor analyze extract evaluate and reconcile Ambulance Contract Response Time Performance Penalties Performance Credits Exception Requests and Invoicing Monitor reconcile prepare reports and correspondence related to monthly instances of Ambulance Contract Response Time Non-compliance Failure to Respond other contractually defined Additional Penalties Reconcile and prepare calculation assessment of quarterly provider invoices based on actual call volumes payable to Orange County Emergency Medical Services (OCEMS) Monitor Mutual Aid Agreements and Mutual Aid Responses and reconciles applies penalties for excessive use Create prepare and distribute related periodic ambulance contract performance reports corrective action plans or summaries Conduct ambulance contract compliance inspections to ensure providers have effective processes to handle service inquiries and complaints relating to medical transportation units and personnel provide a monthly list of all inquiries complaints disposition and recommend appropriate action Conduct periodic inspections of licensed ambulance company operational procedures records facilities vehicles medical equipment supplies and personnel to ensure adherence to State EMSA and OCEMS laws regulations and policies Monitor compliance with ambulance company Continuous Quality Improvement Plans for compliance monitoring of contract terms minimum performance standards and rules and regulations Monitor compliance with contractually required Patient Satisfaction Programs that focus on the services provided to patients in the OCEMS system and identify trends leaning toward corrective action Monitor compliance with contractually required Public Outreach Education Programs that focus on improving community health and education programs that emphasize preventative health care which may include cardiopulmonary resuscitation (CPR) and Automated Electronic Defibrillator (AED) training initiatives Manage Ambulance licensure processes determine EMT application compliance issue EMT certification and or accreditation recommends alternative licensure action which may be based on initial review of subsequent arrest notifications and Department of Justice (DOJ) background results Develop effective working relationships with private ambulance companies local fire agencies and public and private agencies may serve as OCEMS representative on committees related to transportation disaster and education issues Participate in divisional activities related to all aspects of disaster medical responses Operate standard office equipment such as scanners printers computers and telecommunication devices including those related to Emergency Medical Services (EMS) specific operation such as 800 Mhz radio Hospital Emergency Administrative Radio (HEAR) ReddiNet Operational Area radio Med 9 radio UHF VHF radios etc. Perform other work as assigned HOW TO APPLY To submit an application please QUESTIONS For specific information pertaining to this recruitment contact Marivel Chang at (714) 834-4144 or mchang(at)ochca.com
