BILLING AND COLLECTIONS MANAGER (ADMINISTRATIVE MANAGER I)This recruitment is Open to the Public for a minimum of five (5) business days and will remain open on a continuous basis until the needs of the County are met. This recruitment is being held to establish and open eligible list to fill an immediate vacancy with the Treasurer-Tax Collector Department. The eligible list established may also be used to fill similar and or lower classifications throughout the County of Orange. The mission of the Treasurer-Tax Collectors (TTC) for the County of Orange is to ensure safe and timely receipt deposit collection and investment of public funds. Their vision is to implement best business practices which maximize value minimize costs and provide timely accurate and courteous services to our internal and external customers. To accomplish their mission and vision they will invest in public funds in a manner that provides maximum security of principal and maintains the public trust maintain sufficient liquidity to enable participants to meet their operating cash requirements obtain a stable market rate of return throughout budgetary and economic cycles provide timely cost-effective accurate and courteous customer service invest resources to develop and maintain knowledgeable and competent staff act in an ethical and professional manner while maintaining honest respectful and open communications and streamline cashiering and collection processes to increase timely and collection of public revenues for the benefit of Orange County citizens.THE OPPORTUNITY The Treasurer-Tax Collector has an excellent opportunity for a Billing and Collections Manager. Under the general administrative direction the Billing and Collections Manager will be responsible for directing a wide variety of billing collections and related accounting activities through two (2) subordinate supervisors who oversee approximately 18 staff members. Additional responsibilities of the Billing and Collections Manager will include but are not limited to Billing and collections for unsecured property taxes Billing collections and payments for Accounts Receivable payments Billing collections and payments for Central Collections Reviewing and approving certain general ledger account reconciliations Submitting County Delinquent accounts to the State as part of the State Intercept Program Preparing management reports and statistical reports Assisting staff on difficult billing and disputes on customer taxpayer accounts Overseeing all claims processing including all bankruptcy claims Overseeing all collection actions including bank account seizures and small claims courts judgments Recommending and developing section policies and procedures Developing & monitoring internal controls required to provide the highest levels of operational integrity and safeguard public funds DESIRABLE QUALIFICATIONS AND CORE COMPETENCIES The ideal candidate will be an accounting professional with five (5) or more years as a manager supervising a large number of staff in a billing and collections environment. The successful candidate will be a self-starter who is able to work independently have strong supervisory skills and implement best business billing and collection practices. Possession of a Bachelor s degree or higher in Accounting or Finance from an accredited university is highly desirable for this position. In addition the ideal candidate will also possess the following competencies THOROUGH KNOWLEDGE OF California Revenue and Taxation Codes Government Code Bankruptcy Law Franchise Tax Board (FTB) Tax Intercept Program California Small Claims Court Procedures Fair Credit Reporting Act and Generally Accepted Accounting Principles Billing and collection processes Laws regarding bank account seizures and small claims courts judgments TECHNICAL SKILLS BILLING AND COLLECTIONS BACKGROUND Experience in a public agency commercial bank utility or corporate environment where collections billing and accounts receivables are central Experience with enforcement actions such as bank account seizures and small claims court judgment Experience in applying and enforcing policies and procedures as it relates to collections Strong accounting and internal control skills including understanding the entire billing cycle from invoicing postings and cashiering through customer service and collection calls Documenting accounts in a clear concise manner including comprehending correspondence in order to respond appropriately to customers Strong experience using Microsoft Office (Outlook Word and Excel) and accounting related software programs CUSTOMER SERVICE Having the ability to respond professionally to irate customers Being able to handle customer disputes efficiently and appropriately LEADERSHIP AND SUPERVISION Demonstrating leadership ability and experience in resolving conflicts grievances confrontations or disagreements in a constructive manner to minimize negative team impact Providing administrative oversight and evaluating staff work performance Providing resources and support to staff to ensure that key strategies and results are achieved Developing staff by administering training and organizational career development initiatives COMMUNICATION AND COSTUMER ORIENTATION Writing effectively by using correct English grammar punctuation and spelling including producing written information that is appropriate for the intended customers Being effective in communicating information orally and using appropriate body language that are suitable to customers and situations Seeking information from a variety of sources and disseminating it in a variety of ways Ensuring that customers have current and accurate information ORGANIZATION AND PLANNING Prioritize work and meeting established deadlines Working independently and managing time wisely Developing and using software systems to organize and keep track of information Maximizing the use of available time and organizational resources Paying attention to detail and following-up with staff and customers Implementing new upgrades of accounting software PROBLEM SOLVING AND ANALYSIS Identifying department issues impacts and solutions Researching and implementing new ways to improve current team processes for better effective and efficient services rendered to all customers MINIMUM QUALIFICATIONS Click here to view the complete Minimum Qualifications including Physical and Mental Requirements and Environmental and Working Conditions for the Administrative Manager I classification.BACKGROUND VERIFICATION All candidates considered for the position will be required to successfully pass a background check consisting of professional references criminal check educational verification (i.e. degree license or official transcript) if used to meet the minimum qualifications to the satisfaction of the Department.
