Assistant Vice President Research Compliance

Oklahoma State University invites applications for the position of Assistant Vice President for Research Compliance. OSU is a comprehensive land-grant institution that is nationally known for its teaching research and outreach programs. System-wide enrollment exceeds 29 000 students with approximately 23 000 enrolled at the OSU-Stillwater campus. The main campus is located in Stillwater Oklahoma with seven academic colleges. The University has strong research emphasis in agriculture veterinary medicine physical and life sciences and engineering with a commitment to quality instruction and outreach. The incumbent manages the Office of University Research Compliance (URC) overseeing the implementation of policies and procedures pertaining to the welfare of animals human subjects the environment the community and the university. He She works with the Vice President for Research (VPR) to plan develop implement modify monitor and maintain a comprehensive research compliance operation. The incumbent is responsible for working to ensure compliance with federal regulations state statutes and university policy as well as establishing comprehensive training programs for each compliance area falling within URC s purview. Direct the Oklahoma State University-Stillwater (OSU) and the Oklahoma State University-Tulsa (OSU-T) campuses research compliance program to include activities involving human subjects live vertebrate animals class 3b and class 4 lasers human animal and plant pathogens and biologically derived toxins recombinant and synthetic nucleic acid molecules and radioactive materials and x-ray devices. Provide senior management level leadership and direction for strategic planning initiatives for regulatory compliance. Minimize liability and risk to OSU. Conduct in-depth assessments of compliance programs falling within the purview of the Office of University Research Compliance identifying vulnerabilities and risks and recommending opportunities for improvement. Assist with allegations of suspected scientific misconduct in conjunction with other university personnel including those within the Office of the VPR. Assist in identifying developing and implementing appropriate compliance training programs. Evaluate emerging compliance trends in higher education and government in order to assist with implementing best practices. Maintain up-to-date knowledge of regulations and communicate changes to compliance area managers safety officers and senior executive management. Provide guidance and direction to the managers and safety officers of the compliance programs falling within URC s purview. Initiate develop maintain and revise URC processes practices policies and procedures for all compliance programs falling within URC s purview. Foster and maintain productive client and staff relationships. Foster a culture of compliance. Make fiscally responsible decisions that are in keeping with URC s budget and assess budgetary needs prior to submitting new funding requests. Lead and or assist investigations initiated as a result of assertions reported via EthicsPoint. Work schedule is variable depending upon circumstances (travel activities training compliance incidents etc). Normal work schedule is Monday - Friday from 8 00 am to 5 00 pm. However due to deadlines and other factors hours outside the normal working schedule may be required. Travel is required for regulatory compliance activities and professional development. Travel is required both in-state and nationally. Must be eligible for employment in areas governed by the U. S. Patriot Act and the Public Health and Bioterrorism Preparedness and Response Act of 2002 42 CFR 73 7 CFR 331 and 9 CFR 121. Consequently the individual hired for this position must successfully complete a Department of Justice Federal Bureau of Investigation (DOJ FBI) security risk assessment. Potential exists for exposure to hazardous environments i.e. exposure to radiation and or biologics. Due to communication expectations of the position the incumbent will be required to maintain cellular or other electronic communication device. The incumbent will be provided a University cellular device or compensated via salary to cover costs appropriate to maintaining a cellular or other electronic communication device. Minimum Qualifications Ph.D. Ed.D. J.D. Three years of experience with research compliance. Prior managerial experience with direct supervision of employees. Strong interpersonal skills. Exemplary verbal and written communication skills including the ability to interact effectively with a diverse audience of professionals. Problem solving ability. Ability to teach in a variety of media. Strong organizational skills and excellent time management skills. Capable of developing and implementing regulatory strategies and of managing complex compliance programs. Capable of negotiating with regulatory authorities. Excellent negotiation and project management skills. Detail oriented with a high degree of accuracy. Possess a high degree of initiative and the ability to work independently.
