Small Vessel Operations Coordinator

Ocean Associates Inc. is seeking to backfill a Small Vessel Operations Coordinator (VOC) position to manage the safe usage of small boats by NOAA National Marine Fisheries Service (NMFS) personnel conducting fisheries and protected species field research programs in the lower Columbia River its estuary and coastal Oregon Washington. OAI provides personnel support service on contract to government academia private industry and international organizations. This is an excellent opportunity to work on a project that is important to salmon conservation in the Pacific Northwest. The work site will primarily be at the NMFS Pt. Adams Research Station Northwest Fisheries Science Center facility in Hammond OR and operations in the lower Columbia River area and near shore coastal waters. Expected position start date As soon as possible Duties of the Vessel Operations CoordinatorProgrammatic ResponsibilitiesMajor responsibility of VOC position is to ensure compliance with the NOAA Small Boat Program Safety Manual. Ensure accurate data are recorded for each small boat under their authority. Tracking and report operational metrics. Attending VOC meetings and associated training. Reporting accidents incidents and near misses to proper authority. Responsibilities for Operation Maintenance and Inspection including Scheduling required inspections and reporting results to the appropriate NOAA authority. Documenting completion of required preventative and corrective maintenance to small boats. Coordinating with appropriate designated authority boat contracted construction repairs or maintenance. Documenting equipment malfunctions and corrective actions taken. Administrative Responsibilities include Maintaining copies of training certificates for the small boat operators and crewmembers using the VOC s small boats. Maintaining copies of certification letters for the small boat operators and crewmembers using the small boats under the VOC jurisdiction. Ensuring small boat operators and crewmembers meet current certification. Scheduling continuing education training opportunities for small boat operators and crew members. Developing conducting and documenting appropriate drills specific for individual boat operations. Annually reviewing updating and approving each small boat s Baseline Risk Assessment. Conduct Risk Assessment to review and approve new operations platforms and proposed personnel. Verifying proper Float Plan usage tracking active Float Plans and maintaining a record of completed Float Plans (3 years retention requirement). Developing personal qualifications standards for each small boat. Certifying that officer in charge and small boat operators pass Personal Qualification Standards evaluation. Requiring additional training if needed for an officer in charge of a small boat removing delinquent operators from the active list and if needed revoking an officer in charge qualification. Elevating unresolved boat operational issues up the NOAA chain of command. Operations maintenance and inspection responsibilities include Will operate small vessels as needed. Stopping any small boat operation due to safety or weather concerns. Conduct small vessel and trailer inspection classes for annual reports. Taking boats out of service due to required repairs or condition concerns. Issuing Category 1 safety deficiencies. Approving corrective measures taken to fix Category 1 deficiencies. Ensure all small boat modifications comply with guidelines set forth in NOAA Small Boat Operations Manual. Conduct risk assessment for development of a requirements document for procurement acquisition of newly acquired boats. Administrative Authorities include Developing Personal Qualifications Standards for each small boat. Certifying that officer in charge and small boat operators pass Personal Qualification Standards evaluation. Removing delinquent operators from the active list. Requiring additional training and if needed revoking the qualification of an officer in charge. Elevating unresolved boat operational issues to a higher authority. Stopping any small boat operation due to safety or weather concerns. Taking boats out of service due to required repairs or condition concerns. Issuing Category I safety deficiencies. Approving corrective measures taken to fix Category I deficiencies. Insure all small boat modifications comply with NOAA guidelines. Conduct risk assessment for development of a requirements document for procurement acquisition of newly acquired boats and be actively involved in new purchases or acquiring excessed small boats. Minimum Skills and Training RequiredValid USCG Master Near Coastal 50 gross ton or higher License. Valid and current Transportation Workers Identification Card (TWIC). Valid U.S. Coast Guard Radar Endorsement. 10 years experience directly applicable to this position. Preference will be given to candidates that have experience operating vessels within the Columbia River its estuary and coastal waters and possess American Boat and Yachting Council certifications for small boat yacht repair. Basic computer skills - Excel Word etc. AA degree or higher degree.
