The ChallengeWe are hiring a Division Utility Engineer to join our Division 1 team In this role you will Use your engineering prowess to oversee and manage all utility coordination and relocations for our Division 1 Managed Program. Manage NCDOT staff consultants and Construction Engineering & Inspection (CEI) staff to determine utility conflicts engineer utility relocations and oversee utility relocations prior to highway construction contracts for all Division-managed highway projects. Oversee the investigating and analyzing of utility facilities the designing and engineering utility relocations the development of contract documents and estimates and review of utility plans prepared by others. Provide engineering expertise and assistance on utility installations scoping and reviewing work performed by consulting engineers. Coordinate utility relocation schedules. Develop utility plans and estimates. Authorize utility company relocations. Review complex highway plans in various stages of completion for accuracy of utility data. Conduct field inspections for verification of data and consultation with interdepartmental units and utility owners. Implement advanced engineering criteria and innovative construction methods in utility coordination relocation and placement along highway rights of way and proposed corridors while adhering to environmental regulations and roadway design standards. What You BringExperience developing utility relocation strategies and providing coordination relocation services to accomplish removal relocation and modification of utility facilities (water sewer gas electric telecommunication etc.) impacted by highway improvement projects including the development of Utility Relocation Agreements and acquiring Encroachment Agreements from utility owners. Working knowledge of all utility relocation-related policies regulations and engineering standards by the Federal Highway Administration NCDOT and NC General Statues. Knowledge of innovative construction methods while meeting environmental regulations and roadway design standards. Working knowledge of civil engineering particularly in fluid mechanics water resources highway design soil mechanics and statics. Experience planning and coordinating project work. Ability to negotiate and develop contract documents for highway projects engineering services and utility owner agreements. Intermediate computer skills in Microsoft Office (especially Word Excel & Access) SAP and CADD (Microstation GEOPAK). Working knowledge of NCDOT policies for accommodating utilities and DENR regulations for water and sewer design. Ability to train and provide technical assistance to other staff. Great communication skills to give clear instructions and directions to NCDOT staff utility company staff and consultants concerning utility highway issues. NotesThe role requires travel to field sites for meetings and investigations with occasional overnight travel. We may require registration as a professional engineer by the NC Board of Examiners for Engineers and Surveyors. Management PrefersCandidates registered as a Professional Engineer by the NC State Board of Professional Engineers and Land Surveyors.
