The ChallengeWe are looking for an experienced Program Analyst to join our Office of Civil Rights Business Opportunity and Workforce Development (BOWD) team in our Raleigh HQ. Our team runs 3 programs that provide training education and technical assistance to increase the number of certified firms active on federal state highway construction projects and to facilitate the firms development into economic viable self-sufficient organizations capable of competing for and performing more competitively on federal state-funded projects. The 3 programs are Disadvantaged Business Enterprise (DBE) Small Professional Services Firms (SPSF) Small Business Enterprise (SBE) As our BOWD Lead Specialist you will Plan short- and long-term goals. Set overall work priorities. Assist with the daily management of a BOWD Specialist and BOWD Coordinator to ensure our support services are timely and efficiently delivered to certified firms. Assist with the development of state federal budgets including preparing annual FHWA Statements of Work. Market our BOWD program by attending trade shows conferences and networking events. Provide training opportunities to our certified firms. Respond to inquiries from small minority businesses and community collaborative partners. Help prepare monthly quarterly and annual Office of Civil Rights FHWA reports. Maintain our scorecard for tracking and reporting. Plan and oversee workshop training and program development and delivery to small and disadvantaged businesses. Direct the development and creation of marketing materials for BOWD program events and communication. Collaborate with small businesses and stakeholders including prime contractors community partners and associations to build and enhance strategic partnerships. Provide fiscal procurement support to our certified firms. Engage our certified firms through marketing campaigns and other innovative strategies to promote BOWD program services. Manage consulting projects including soliciting negotiating and monitoring work. What You BringExperience exercising judgment and discretion establishing applying and interpreting federal state laws policies regulations and procedures. Experience in business administration and workforce development related to small and minority businesses. Demonstrated experience establishing and maintaining effective strategic relationships and partnerships with internal and external stakeholders. Experience building and conducting live and virtual trainings workshops webinars and presentations. Experience in program planning evaluation and quality control.
